1 .     Introduction On this chapter I expose how this work is built, expressing my investigation objectives, and what are we going to deal with on the following ones. On the following point, I am going to talk in short, making an historical review from the 19th century, that is the beginning of the Venezuela- USA petroleum relations, when I talk through the issue about the United States I am referring firstly to the U.S. businessmen as a whole, for example Rockefeller family. The objective of this short background is, as in the 3rd chapter and the 5th one I will give a better picture of the situation arrived of their petroleum relation on the Cold War era. As Frankel Benjamin says about the backgrounds:
“… the opposite interest and the several opinion draughts that have been manifested in the govern circles of Washington in connection with the Venezuelan issues. It’s evident that if someone doesn’t consider this is going to be exposed to make mistakes of appreciation.” This work talks and analyze about the causes of United States intervention on Venezuelan petroleum policy. This investigation is going to be centered on the periods from the end of the Second World War and the beginning of the Cold War until the end of the last period mentioned before. On this work I am going to try to explain starting by a short background from the beginnings of the relations between them and on the years after the central period investigated, as I mentioned before that is the Cold War era, until this days. The objectives of a short background of those two periods are to clarify the situations, the international relations, and why things happened and still happening.
Focusing on the central specific investigation, I ask: Does the United States really try, through the history to eliminate the “Venezuelan Petroleum danger” or is something of the last period? As the ex Venezuelan president Betancourt Rómulo wrote: “the history of oils catalogue of the problems it has caused for the smalls countries which produce it. It has been responsible for revolutions, coups, international wars, traffic in political influence, and bribery in the administrations of the countries which are lucky enough to posses large deposits”.
The third chapter is going to deal with the policies implemented about the Venezuelan petroleum during the 1st and 2nd World War and the causes of those policies, considering the OPEC and the Arab world, and the repercussion on the United States, and the interaction of these last one with the rest. This chapter is going to straight lines for the 3rd chapter, which is a central and crucial chapter for this investigation work to completely understand the factors of the situations given in the Cold War The central 4th chapter is going to be the corpus of this investigation, as mentioned before, here I am going to make an analysis of the events and situations exposed during the Cold War.
On the 5th and last chapter before the conclusion, I am going to talk in short about the situations happened on the last 17 years about the Venezuelan petroleum and the crucial role of Venezuelan president Hugo Chavez from his assumption to the presidency. To finalize my essay I am going to conclude it with a conclusion centralizing it on the Cold War era, but concluding from my point of view about the all Venezuelan-USA petroleum relations, and due the history, because this history of relations did not finished yet.
